TRS Staffing Solutions is hiring a Proposal Manager in Khobar to lead bids for engineering, procurement and construction work. Reporting to the Project Operations Lead, the manager prepares statements of interest and invitation-to-bid responses, coordinates estimates across disciplines, and supports contract reviews and award negotiations.
What the role involves
- Lead the preparation and submission of statements of interest, requests for quotation and proposal, and invitation-to-bid responses for EPC, EPCM and PMC projects
- Develop scopes of work, execution strategies and proposal plans that match client and project requirements
- Coordinate engineering, procurement, construction and commercial teams to prepare competitive proposals
- Manage estimating work, including manpower planning, effort estimates, schedules and cost inputs
- Review tender documents, identify risks and opportunities, and check proposal compliance
- Prepare technical, commercial and management proposal packages for review and approval, support contract reviews, bid clarifications and commercial negotiations, and hand projects over to execution teams after award
Requirements noted by the source board
- An accredited four-year degree in engineering, construction or a related field, registered with or eligible for registration with the Saudi Council of Engineers (as listed on the board)
- At least 15 years of project experience across E, EP, EPC or EPCM environments, with downstream, chemicals or petrochemical industry experience
- At least 10 years of experience as an Engineering Manager or Project Manager, and at least 10 years with an EPC or EPCM contractor
- At least five years of experience in the Middle East or Central Asia, with experience across front-end and execute phases
- Fluent written and spoken English; greenfield and brownfield experience and Saudi experience, particularly in the Jubail or Yanbu Royal Commission areas, are preferred (as listed on the board)
